Subject: Changes to Methylene Chloride Regulations Following our previous communication dated June 28, 2024, IPS Adhesives is aware of recent updates to the EPA's methylene chloride regulations. After a thorough review of the final ruling, we are pleased to inform you that the EPA has exempted the industrial and commercial use of methylene chloride as a bonding agent in solvent welding, allowing us to continue the sale of Weld-On 3, 4, and 16 to professional users who implement the EPA’s Workplace Chemicals Protection Plan. This ruling only affects these products in our Weld-On solvent cement category, with no impact on other IPS Adhesives products. The key points to note are as follows: 1. We plan to continue producing products containing methylene chloride, which will be labeled for commercial use. 2. Weld-On 3, 4, and 16 in their current formulations will remain available through our distribution channels for professional users. 3. We are actively developing modified, methylene chloride-free versions of the three products affected by the EPA ruling. The official language of the reasoning for the exemption is as follows: Use of Methylene Chloride in Bonding Applications Methylene chloride is currently used as a bonding agent for acrylics and polycarbonates where technically or economically viable alternatives do not exist. This use is distinct from adhesives, for which safer alternatives are available. Users of methylene chloride typically require small quantities, as outlined in 29 CFR 1910.1052. Based on available data and consistent industry use, the EPA has determined that the WCPP (Workplace Chemical Protection Program) will address any unreasonable risk associated with its use as a bonding agent. As a result, the scope of allowable use has been expanded from mission-critical military and space vehicle applications to include general industry.
